Portugal has built one of Europe’s most welcoming environments for international startup founders — with a fast, transparent process and no requirement to bring large amounts of capital.
Unlike many European visa routes, Portugal’s Startup Visa is entirely merit-based. The evaluation focuses on the quality, innovation, and scalability of your project — not the size of your bank transfer. Your idea is the asset.

IAPMEI typically decides within 30 working days — one of Europe’s fastest innovation visa processes.

Portugal has a deep respect for cinema and the arts. Coimbra — where Cineway is based — is a UNESCO World Heritage city with a vibrant creative community.
After 5 years of legal residency, you can apply for Portuguese — and therefore EU — citizenship and a passport.
Eligibility
Up to 5 team members can be included in a single Startup Visa application — ideal for production companies, creative studios, and tech startups with founding teams. Each member must individually meet personal eligibility requirements.
The Process
Submit your business plan and documentation through the official IAPMEI Startup Visa platform. Include financial projections, team details, and innovation evidence.
Reach out before or after registering. We’ll review your project and, if it fits within our cinema and audiovisual scope, issue a formal declaration of interest.
IAPMEI assesses your application based on degree of innovation, business scalability, market potential, and management team capacity.
If approved, you have 40 working days to formalise your incubation contract and receive your 180-day Declaration of Participation.
Present your Declaration of Participation, valid passport, criminal record certificate, and financial proof at the Portuguese consulate or embassy in India.
After arriving in Portugal, register with AIMA (Immigration Service) for your 2-year residence permit, renewable for 3 more years. Begin building your European presence.

Cineway is managed by Caminhos do Cinema Português, officially certified by Startup Portugal and integrated into the National Incubator Network (RNI). We are Portugal’s first and only incubator dedicated exclusively to cinema and the audiovisual sector — not a generic tech hub, but a specialised creative industry partner.
With 37 years of festival experience through Caminhos do Cinema Português, we bring deep knowledge of the audiovisual sector, access to Portuguese and European film commissions, and a growing network of producers, distributors, and investors. We are based in Coimbra, a UNESCO World Heritage city in Central Portugal, with the support of Coimbra City Council and Centro Portugal Film Commission.
